Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim confirmed that Mohamad Khusrin took the oath before him at about 1.30pm.
He said the oath of secrecy was carried out under Article 52 (4) of the Selangor State Constitution which requires the State Secretary to take the oath of secrecy on confidential matters discussed at the State Executive Council Meetings'.
"Mohamad Khusrin had attended the Exco meeting officially beginning today. I am certain Mohamad Khusrin can discharge his responsibilities sincerely, orderly and professionally," he told reporters after chairing the weekly State Exco meeting at the State Secretariat Building, here.
Mohamad Khusrin's appointment had initially created controversy when Abdul Khalid claimed that it was invalid because he was not informed about the appointment beforehand.
However, the Menteri Besar eventually accepted the appointment which had received the consent of the Sultan of Selangor, Sultan Sharafuddin Idris Shah.
He took the oath of secrecy and pledge of loyalty before Sultan Sharafuddin Idris Shah at Istana Bukit Kayangan on Jan 6.
However, the oath of secrecy was postponed until today.
The Menteri Besar had earlier disputed Mohamad Khursin's appointment as the State Secretary effective Jan 1 by the Public Services Commission, stating that he was not consulted before the appointment.
Subsequently, the Selangor state government under the opposition pact held a special sitting of the State Legislative Assembly to change the Selangor State Constitution but failed to obtain the two-thirds majority required.
Asked on the possibility that the state government would restructure its weekly Exco meeting as suggested previously, Abdul Khalid said: "If there is, we should have announced it".
In another development, Abdul Khalid said the name of the university fully owned by the Selangor government, Universiti Industri Selangor (UNISEL) had been changed officially to Universiti Selangor effective immediately.
He said the name change for the university was in line with the UNISEL rebranding programme and to meet with current challenges.
